Dr. Ruffin guides health care organizations to use their data to practice state-of-the-art privacy-preserving personalized medicine.

Dr. Ruffin successfully led all technologies (Information Technology, Laboratory, Radiology, Pharmacy, Clinical Engineering, and Analytics) as Chief Technology and Health Information Officer of the University of Virginia Health System and the EVP and Chief Technology Officer of Inova Health System.
Dr. Ruffin worked well as a senior consultant, both as the founder of The Informatics Institute, with the American College of Physician Executives, and as a Partner and Senior Executive with Accenture. Dr. Ruffin helped Accenture win large contracts for information technology implementations in USA and UK, and the design of the Nationalwide Health Information Network for the US Government.

Dr. Ruffin led the creation of one of first health care data warehouses for predictive analytics – the Inova Research Information System (IRIS) – and led Salutary, Inc., to create highly accurate predictive models, using deep learning, for perinatal complications.

Dr. Ruffin served on the Board of Directors of a large regional health system, Catholic Health East, a large professional organization of physician leaders, the American College of Physician Executives, a statewide health information exchange, ConnectVirginia, for which he was Vice-Chairman, and a statewide health information technology standards organization, the Health Information Technology Standards Advisory Committee of the Commonwealth of Virginia, for which he was Chairman.

Dr. Ruffin published an early and influential treatise on the digital transformation of the work of physicians, entitled Digital Doctors, in 1999. Dr. Ruffin taught, for more than five years, Introduction to Informatics and Mastering Databases for Decision Support, two multi-day courses required of its members by the American College of Physician Executives.

Dr. Ruffin is an effective advocate for, and entrepreneur developing, a revolutionary approach to health care practice named privacy-preserving personalized medicine.

Dr. Ruffin is a board-certified general internist and a successful entrepreneur and business executive with formal training and successful practice in Internal Medicine, Epidemiology, Public Health, Business Administration, Information Systems, Informatics and Predictive Analytics.

December 2017 – Present: Founder and Chief Executive Officer of Salutary, Inc. (formerly named Progknowse, Inc.), a firm developing machine learning algorithms for private and governmental health systems.

May 2011 – December 2017: The Executive Vice President and Chief Technology Officer of Inova Health System and leader of Inova Predictive Analytics. He was responsible for all technology, including all Information and Communication Systems, electronic medical records, Clinical Engineering, Informatics, Analytics, Telemedicine, and the institutional program management office. Dr. Ruffin delivered the implementation of Epic software on time and budget for clinical and revenue cycle functions for all 5 Inova hospitals, and many clinics, and for all six Valley Health hospitals, and many clinics. Inova runs Epic software for Valley
Health (Winchester, VA).
